Billings County has an outstanding opportunity for a full time position as the County Highway Superintendent.
REQUIREMENTS FOR THIS POSITION INCLUDE BUT ARE NOT LIMITED TO:
• A High School Diploma or equivalent with ten (10) years of experience in highway maintenance and management; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job;
• Valid CDL Class A Driver’s License preferred, but not required, a valid State of North Dakota driver’s license is required;
• Knowledge of principles and practices of administrative management;
• Knowledge of the principles and practices of road construction, maintenance and repair;
• Ability to read, understand and apply regulations, codes, policies, procedures and other operational guidelines and directives;
• Ability to read and interpret plans, technical manuals and related sources;
• Ability to assess and prioritize multiple projects and/or demands;
• Ability to establish and maintain effective working relationships with County staff, County Commissioners, public officials and others such as contractors, engineers, State and Federal agencies and the general public.
GENERAL DUTIES:
• Supervise the overall administration and direction of road and bridge maintenance operations;
• Assist Road Foremen with proper asset management procedures and processes as well as plan the utilization of staff and equipment in accordance with work schedules;
• Conducts project planning, coordinates with other County, State, Federal Agencies and Engineering firms on various projects;
• Organize and direct special projects and emergency work;
• Prepare departmental operating and capital budgets; Plan, direct, and budget activities of the department;
• Develops, implements and maintains policies and procedures;
• Locate and negotiate purchase of gravel/scoria deposits, and monitor contractors working with the county;
• Develops plans and specifications for the purchase of heavy equipment;
• Provides reports to the County Commission as necessary.
